The California Gold Rush put Stockton California on the map in 1848, but the city's real history got started when a German immigrant, one Charles Weber, secured 11 square leagues on the east side of the San Joaquin VaSave lley through a business partner. There are a few substitutes for surety bonds, but they don't pass the test.
